This is a rather old video, we're down at week 40 right now. Still, when all of this started I expected more from it. In the beginning James Bernard would even take time to look closer at patching within Reason but over the weeks I get the feeling that its not so much about creativity anymore since most of the topics he addressed involve quite common issues; like this one.
No offense; but there are dozens of tutorials out there which address and explain time stretching.
And yeah; as Rmnx said; if you think this is an impressive feature in Reason then you haven't quite scratched the surface of Live yet. In Live this can be a whole lot easier; even doable witout the need to mess with your global bpm.

Most of the pads in my tunes are just things I have recorded that I have time stretched that I then load into a sampler in Live.
But yeah as said about. Ableton LIve is good for that type of stuff.
